It's really up to each blog on how they want to operate. For me, it takes special consideration for me to hand over a post to someone else. Are they germane to my audience? Then again, I write for a handful of people, and the rest is gravy to me. Do they have a POV that they can articulate and argue? Those are the questions I ask.

Guest posts are great – to me, it's mainly about your #2 above – People. You make such a great point – it's really about bringing people and communities together; introducing a group you interact with to a fresh perspective, and introducing others you interact with to that group.
